Several social media users have claimed it to be from Delhi, while several others have claimed it to be from Punjab. In the video, the loudspeaker atop the E-rickshaw announces the different prices for various brands of alcohol, both Indian and foreign-made.
In both cases, users are taking a dig at the functioning of the AAP government in the two states.

The report carries the viral clip, and it shows the public advertisement by E-rickshaw on discounted rates of different kinds of Indian and Foreign-made liquor in Rohtak, Haryana. The announcement from the E-rickshaw also advises the public to buy liquor only from government shops.
