Lupi defends INSS servers and admits delay to curb billionaire fraud
Social Security Minister Carlos Lupi defended on Sunday (27), in an interview with the newspaper The globethe team that operates in the INSS, after complaints about the increase of unauthorized associative discounts.
The scheme was the target of an operation of the Federal Police last week, which investigates deviations of more than $ 6 billion between 2019 and 2024. After the operation of the operation, the president of the institute, Alessandro Stefanutto, resigned.
Lupi was warned about irregular discounts at the INSS in 2023, shows minutes of meeting
Entity took almost a year to take action against irregularities in retirees
INSS will return in May illegal discounts of retirement made in April
Entity states that all future charges have already been suspended, releasing the insured from discounts. Thus, beneficiaries need not take any measure or seek the INSS. Previous charges will be studied on a case -by -case
“Of the names that I was aware of the investigation of the PF, must have about 190 of the associations and about 10 or 15 of the INSS. This is the proportion. There will be naughty people within the institutions, of course. But we can not mix. There are also serious people, who want to serve, who are being wronged,” said the minister.

Lupi admitted that he was aware of the allegations of fraud, but justified the delay for adopting measures:
“In government, everything is time consuming. I knew what was going on, the complaints. I knew there was a very large increase (of discounts), which needed to make a normative instruction to end it and began to pissed off the delay. But the time in government is not the time of a private company.”
The minister denied omission of the government and assured that he does not feel vulnerable about his stay in the team:
“If I’m silent, why did you ask for the report and fired the director? Who is omitted has not fired anyone. This associative discount has been in existence for many years and has always had a lot of complaint in the ombudsman.”
Asked about the delay to include the issue on the official INSS agenda, Lupi stated that, after the warning of the CNPS counselor (National Social Security Council) Tonia Galleti, in June 2023, asked the then president of the INSS, Alessandro Stefanutto, and the director of benefits, André Fidelis, to investigate the situation.
According to him, as Fidelis did not present the expected report, was fired and replaced by Vanderlei Barbosa, who three months later presented a study of the problem.
Lupi also pointed out that, given the evidence, a Normative Instruction (IN) was edited to curb abuse, resulting in the cancellation of more than 2.4 million discount authorizations for benefits. The minister also explained that 10 associations concentrated 65% of discounts and made aggressive investments to attract new affiliates.
“Every month, 1 million people enter retirement, pension, disability benefit, and about 30% or 40% of these procedures are accepted. Therefore, this audience is being harassed by these associations, for payroll offers. How I will control it? Before receiving retirement, you already get a very difficult thing to control.
