INSS Fraud: See who fell after PF operation against billionaires

The joint operation of the Federal Police (PF) and the Comptroller General of the Union (CGU) that disrupted a billionaire scheme of fraud in the INSS caused a real devassa in the structure of social security.

In all, five high -ranking civil servants were removed, and the institute’s president, Alessandro Stefanutto, was dismissed. The crisis also culminated in the fall of Minister Carlos Lupi (PDT), made official on Friday (2) after pressure from the Planalto Palace.

According to investigations, associations defrauded discounted monthly fees directly from the retirees and pensioners, without formal authorization. The scheme would have worked between 2019 and 2024, generating an estimated loss of R $ 6.3 billion.

Alessandro Stefanutto – INSS President

Stefanutto was dismissed by court decision and later fired after the operation of the operation. The investigation points out that he would have acted directly to release discounts requested by investigated entities. The active participation in the scheme was detected in 2023, when it authorized the unlocks requested by Contag, despite internal alerts.

Stefanutto was the second president of the INSS removed in the Lula administration on suspicion of irregularities. Before him, Glauco Wamburg was dismissed in 2023 after allegations of misuse of tickets and daily – both were indications of Carlos Lupi.

Virgílio Antônio Ribeiro de Oliveira Filho-INSS Attorney General

Accused of acting to avoid blocking irregular discounts, Virgílio is also investigated for possible illicit enrichment. According to the PF, his assets grew R $ 18.3 million in six months, with purchases of properties linked to transfers made to his partner by investigated entrepreneurs, such as the “Bald of the INSS”.

Vanderlei Barbosa dos Santos – Director of Benefits and Relationship with the Citizen

Involved in decisions that facilitated undue discounts, Barbosa held a strategic position in attending citizen and the operation of benefit payments.

Jucimar Fonseca da Silva-General Coordinator of Payments and Benefits

Participated in the authorization of fraudulent discounts. Its name was taken from the Official Pages of the INSS after the operation.

Geovani Batista Fassarella Spiecker – Service Support Coordinator

Accused of sending irregular files to Dataprev with names of alleged beneficiaries, Spiecker acted to restore discounts at the request of unions, even after alerts. He would also have dealt with Dataprev on a “transient solution” to resume transfers as early as June 2024.

Philipe Roters Coutinho – Federal Police

Packed at Congonhas Airport (SP), Coutinho is investigated for giving illegal ride in a restricted area of ​​the airport to prosecutor Virgílio and businessman Danilo Trento, both targets of the operation. During the warrants, the agent was caught with $ 200,000 in kind, raising suspicions about his connection with the group.

The Federal Police is still investigating the extent of the scheme’s beneficiaries network and the involvement of servers, entities and companies. The fall in domino in the structure of the INSS generated a restructuring determined by President Lula, who has already appointed Wolney Queiroz as new social security holder.
