Inspired by Trump, Milei will tax education and health for foreigners
According to the Milei government, the number of foreign students at state universities grew from 35,202 in 2015 to 82,797 in 2023. In the same period, the number of foreigners in private universities grew 58%. According to data published in the DNU, the University of Buenos Aires (UBA), the largest in Argentina, currently has 325,421 undergraduate students, of which 38,185 are foreigners.
The main targets of the Argentine government are medical students. According to data from the decree, state universities that offer the course received 25% more foreigners in 2023. “It is absurd that the current regime guarantees free access to public universities to immigrants.”
Bilateral agreement facilitates residence to Brazilians
Due to a bilateral agreement with Brazil, in force since 2005, Brazilians who decide to live in Argentina request permanent residence directly, without the need to obtain the provisional residence, as other foreigners.
Since Milei assumed the presidency, Argentina has demanded student visa to all foreigners who wanted to attend college in the country, whether at the level of undergraduate or postgraduate, regardless of being Brazilian.
Hardening to obtain permanent residence in Argentina
Among the changes of the decree is the obligation to present sufficient economic vouchers to “survive in the country”. This requirement was not made in previous years. Earlier, the applicant only needed to present criminal records in the country of origin and Argentina, as well as bear the migratory rates. The new migratory rule will not allow, among others, that no convicted foreigner or with antecedents for intentional crimes against life, sexual integrity or public authorities and constitutional order are admitted in Argentina.
