Quoted for Public Security in SP faces resistance from delegates

Parliamentarians and entities representing São Paulo Civil Police delegates criticize the possible choice of Marcello Streifinger, Colonel of the PM Reserve, to succeed Guilherme Derrite (PP) in São Paulo Public Security (SSP). The secretary evaluates to resume the federal deputy chair with a view to the 2026 election, in which he should run for a place in the Senate.

The main argument is that Streifinger, holder of the Secretariat of Penitentiary Administration and, as well as Derrite, with a career in the PM, would maintain a policy that, in the view of civil police, has scrapped and dehydrated constitutional attributions of the category. Derrite admits that he can leave office later this year, due to the electoral movements and the expectation of the public security PEC vote in Brasilia.

Governor Tarcisio de Freitas (Republicans) faced wear with the Civil Police since the beginning of his term, when he presented a proposal for salary adjustment to the security forces that gave a greater increase to the PM. The category made recurring complaints about reduced teams and work schemes considered “abusive” in some units.

– Just see the state of police stations and structure. To this day, civil police are (Chevrolet) blazer falling apart. Why are PM vehicles always better than ours? -Asks Federal Deputy Delegate Palumbo (MDB-SP), critic of the eventual appointment of Streifinger.

Another indisposition occurred in the episode of the Circumstance of Occurrence (TCO), when the SSP tried to put a change that would allow PMs to make police reports, exclusive attribution of civil police. After negative repercussion, the measure was for the refrigerator.

In the assessment of delegate André Pereira, president of the São Paulo State Police Delegates Association, the exchange of derite for Streifinger would not alleviate the tension between corporations:

– When Derrite was announced, he came to us and we gave a vote of confidence, but he did not fulfill. Let’s not make the same mistake. We are in crisis, in the face of the incessant madness of trying to carry out the attributions of the Civil Police.

The criminal police reformulation project was approved, but the TCs was taken from the text. Rapporteur of the theme in the Legislative Assembly, delegate Olim (PP) maintained dialogue with Streifinger at the time of the process, to whom he refers as a “scholar and prepared man”. He believes that a possible derite exchange for another PM member would not be well regarded by the class of delegates and investigators.

– I would bet my chips on Dr. Nico (to succeed derrite) – says Olim, referring to delegate Osvaldo Nico Gonçalves, current number 2 of the SSP. – The Nico is the confidence of the governor, usually takes over the folder when the derite licens and could very well stay at the post.

Wanted, Nico did not comment. Despite the recognized name, the government does not see its name with a chance to prosper.

Abuse of authority

Streifinger, 58, being 34 of them in the PM, led the third shock troop battalion for two years and headed the PM Operations Center, the Copom, for the same period, until he joined the reserve in 2020. Among his uniform colleagues, he is seen as a technical professional, with good interlocution with the judiciary.

The Secretariat of Penitentiary Administration has already faced criticism of subordinates. In April 2023, the Civil Police opened an inquiry to investigate possible abuse of authority after the secretary retains the personal weapons of four prison officers and open an inquiry to investigate the size. The claim was that the servers could not carry the weapons, but the thesis is coupled by their defense. The case is still in court, without merit resolution.

Already servants of the Penitentiary Administration complain about the supposed persecution of the secretary. Also according to the group, Streifinger would not maintain dialogue with the category.

Sought, Streifinger declined to comment on the complaints of the servers. The SSP and the Communication Secretariat, in a statement, reported that “the current management is committed to valuing security forces and improving the working conditions of the police. With the proposed salary readjustment, the accumulated increase in the salaries of civil police is 25.2% in total average, exceeding 15.1% inflation in the last three years, according to INPC.”

“The SSP also promoted the highest hiring of police officers of the last 14 years, with the incorporation of more than 9.1 thousand new agents, being 3,400 of them destined to the Civil Police (…). Another 3,100 vacancies will be filled through the contest (…). More than R $ 227 million were applied (…) in the purchase of new vehicles, armaments and modernization of 43 Civil Police units,” said the note.
