Alcohumbre reads request and paves the way for the establishment of the INSS CPMI
The president of the National Congress, Senator Davi Alcolumbre (Brazil-AP Union), read on Tuesday (17) the request authorizing the creation of the Mixed Parliamentary Commission (CPMI) to investigate irregularities in INSS benefits discounts. Reading the request in a joint session of Congress represents the formal beginning of the commission’s installation process.
The request was submitted by Senator Damares Alves (Republicans-DF) and Mrs Colonel Fernanda (PL-MT), with the support of opposition parliamentarians. Now, party leaders should appoint members who will integrate the collegiate, consisting of 15 deputies and 15 holders, as well as alternate.

Although CPMI is sponsored by the opposition, the government mobilizes to ensure the political command of the committee. One of the alternatives under evaluation is the indication of Senator Omar Aziz (PSD-AM) for the presidency. The rapporteur must be occupied by a base deputy.

The commission will have a period of operation of 180 days, with an expected budget of R $ 200 thousand. The initial expectation of the opposition was that the reading of the application would take place at the end of May, but alcohubre postponed the session, allowing more time for articulations of the Plateau.
Divided government base: União Brasil leads adhesions
CPMI’s advancement occurs with the strong adhesion of parties parliamentarians with ministries in the Lula administration. In the House, 113 of the 223 signatory deputies belong to the base, ie 50%. The party with the highest number of subscriptions among allies is União Brasil (35), followed by PP (23), Republicans (20), PSD (17), MDB (14) and PSB (4).
In the Senate, the scenario is similar: 52% of the signatures came from allied subtitles. The PP leads with 5 senators, followed by Republicans and União Brasil (4 each), PSD (3), PSB (2) and MDB (1).
Illegal discount scheme total more than R $ 6 billion
CPMI intends to investigate undue discounts on INSS retirement and pensions, revealed after the operation without discount, triggered in April by the Federal Police and the Comptroller General of the Union (CGU).
The investigation points to a break of over R $ 6 billion, with evidence that class entities, such as unions and associations, made discounts without authorization from the beneficiaries.
Although the fraud still started during the Jair Bolsonaro government, the highest values were recorded as early as 2023, at the beginning of President Luiz Inacio Lula da Silva (PT), which pressures the current government.
