Bolsonaro was the “main recipient” of ABIN parallel, points out PF report
The Federal Police (PF) concluded that former President Jair Bolsonaro (PL) was the main beneficiary of clandestine actions carried out within the Brazilian Intelligence Agency (Abin) during his government.
According to the final report of the investigation, made public on Wednesday (18) by decision of Minister Alexandre de Moraes, the Supreme Court (STF), Bolsonaro was the “main recipient of the product of clandestine actions and instrumentalization” of the agency.
The operation of the so-called “Abin Parallel” was coordinated under the command of then-director General Alexandre Ramagem, now federal deputy for PL-RJ and ally near the former president.

Misinformation, family protection and attacks on opponents
According to the PF, the actions of the criminal organization installed in ABIN had three main objectives: to protect the children of the president, attack political opponents, and produce misinformation campaigns against the electoral system.
The report states that the agency’s human, technicians and financial resources were employed to build a narrative in defense of the printed vote. The material included images of drones and records of security cameras of various ministries, used for political party purposes.
In addition, the PF states that the structure of ABIN was mobilized to avoid state actions that could compromise presidential surroundings, such as Senator Flávio Bolsonaro (PL-RJ), involved in the case of “crackers”, and Councilman Carlos Bolsonaro (PL-RJ), named as a member of the clandestine operation strategic core.
2021 live and sensitive investigations were also manipulated
The PF report highlights episodes in which Bolsonaro would have benefited directly from the information obtained through ABIN. One of the main examples cited was the August 2021 live, in which the then president released confidential data from an inquiry by the Federal Police itself. According to the investigators, access to the material was made possible by ABIN, on the grounds that it would be used in a Congress committee.
The agency was also mobilized to gather information about Bolsonaro’s attack in 2018, the so -called “Case Adélio”, and on the murder of Councilwoman Marielle Franco, in 2018. In both episodes, according to the PF, the agency was active with purposes that extrapolate its legal attributions.
Bolsonaro was not indicted in this case for procedural reasons
Although 36 people have been formally indicted in the context of Parallel Abin’s investigation, Jair Bolsonaro does not appear among the names for technical reasons: he is already a defendant in the Supreme Court on charges of integrating a criminal organization in another process, related to the attempted coup d’état after the 2022 elections.
Still, the report delivered by the PF attributes to him direct responsibility for the illegal structure, reinforcing the suspicion that the parallel intelligence scheme was part of a broader gear of attack on democratic institutions.
