Senate approves MP that creates payroll to private sector workers

The Senate approved the Provisional Measure Project (MP) 1292/2025, which deals with the payroll loan for private sector workers, on Wednesday, 2. The text now goes to sanction. According to the report, the provisional measure will not have a fiscal impact.

The text allows payroll loans to be made by private sector workers on digital platforms, either by bank channels or the work card app. After requesting the proposal for the portfolio, the worker receives offers within 24 hours.

The rules apply to workers governed by CLT, rural employees, and not employed directors entitled to the FGTS (FGTS). During a special commission, congressmen included drivers and delivery by applications for access to this type of credit.

Some members of opposition to the government have positioned themselves against the content, stating that it stimulates the indebtedness of the population. “It is not the solution. If the indebtedness of people increases, offering extortionate interest and a chance of great default,” said the opposition leader in the Senate, Rogério Marinho (PL-RN).

The provisional measure was published by the government in March, but would be valid if it was not approved by Congress until July 9.

According to the executive, the MP can triple the volume of credit for private sector workers, from $ 40 billion to $ 120 billion. “This program is perhaps the most revolutionary in the medium term. There are 47 million people who are paying more than 5% per month of personal credit today. With this guarantee that will be offered, fees may fall 50% or more,” said Finance Minister Fernando Haddad during the MP’s launch ceremony.
