PEC PEC PUBLIC SAFETY ADVANCE IN THE House and goes to Special Commission

The Constitution and Justice Commission (CCJ) of the House of Representatives approved on Tuesday (15) the proposal of amendment to the Constitution (PEC) of Public Security, which will now continue to analyze a special committee before being taken to the plenary.

The text, prepared by the Ministry of Justice and Public Security, seeks to reformulate the Unified Public Security System (SUSP) and give it constitutional status.

Presented by Minister Ricardo Lewandowski in May, PEC predicts the creation of an integrated safety model, inspired by the Unified Health System (SUS).

Among the changes approved is the withdrawal of the stretch that attributed to the Union exclusive competence to legislate on general safety and social defense rules, as well as the expansion of judicial police attributions to other corporations other than the Federal Police and civil police.

The proposal also includes the creation of the National Council of Public Security and Social Defense, with the participation of civil society, and guarantees stable resources for security and penitentiary funds, which will be distributed in a balanced manner between states and municipalities. Municipal guards are officially part of the Public Security System, strengthening community policing.

Other changes expand the competences of the Federal Police, which may act in environmental and international repercussion, and the Federal Highway Police, which will have ostensible role in railways and waterways.

The government states that the text was built with the participation of governors, state secretaries and security experts.
