PGR denounces mayor who suggested “guillotine” to Moraes at an event with Bolsonaro
The Attorney General’s Office (PGR) denounced the mayor of Farroupilha (RS), Fabiano Feltrin, for incitement to the crime after he suggested, in a live broadcast on social networks, to place Minister Alexandre de Moraes, from the Supreme Court (STF), in a guillotine. The episode took place on July 25, 2024, during a public event where Feltrin was next to former President Jair Bolsonaro.
The complaint was filed by the Attorney General, Paulo Gonet, and is under the rapporteur of Minister Alexandre de Moraes. According to the document, Feltrin would have publicly incited the practice of murder.

During Live, transmitted by the mayor’s official profile on Instagram, a man comments that he did not like a “statue in honor of Alexandre de Moraes”. Feltrin replies: “There is not this here,” and then states: “The tribute here to him I will show what it is, Vitorino. Just put him here in the guillotine, O. Here the tribute to him.”

The images show Feltrin handling an ancient punishment instrument known as bellinda, similar to a guillotine, while directing the camera to the object. The video was recorded in a public environment, with several people present, and widely released by the press and social networks. The Federal Police preserved the content as part of the investigation.
For the MPF, Mayor’s speech trivializes crimes against STF ministers and represents explicit incitement to violence against the magistrate. The Prosecutor’s Office also requested the setting of value to repair the damages caused by the crime.
Feltrin has been mayor of Farroupilha since 2021 and, so far, has not publicly spoken out about the complaint. In 2024, the mayor told the Federal Police that he was “surprised by the repercussion” around his statements and apologized. He also claimed that the lines were made in a tone in a private environment, “without intention of offending” Moraes.
