Rui Costa says government will trigger justice against abusive hotel prices at COP30

The federal government decided to intervene in the impasse on accommodation prices in Belém to COP30. On Wednesday (24), the Minister of the Civil House, Rui Costa (PT), said that the amounts charged by hotels and private properties are “completely disproportionate” and that the court will be fired if there is no agreement to reduce them.

According to the minister, daily rates that even exceed standards of cities considered expensive abroad do not reflect the local reality. “It is not fair or correct that enterprises, including some that work in public buildings or received federal support, practice stratospheric prices. This compromises the image of Brazil,” Rui Costa told a press conference.

The accommodation problem has been intensified since the beginning of the year, with allegations of charges up to 20 times higher than in the period of Círio de Nazaré. The Public Defender’s Office of Pará even filed a public civil action against digital platforms that publicize the ads.

The pricing can undermine the credibility of the conference, which is expected to gather nearly 50,000 people in November 2025, including authorities, diplomats and representatives from 180 countries.

Measures under discussion

Rui Costa reported that the issue is already being discussed with the Union Attorney General (AGU) and that a new meeting will be held on Thursday (25).

The intention is to seek dialogue with the hotel sector, but if there is no agreement, the Executive will file “immediate” lawsuits against establishments that fail to comply with reasonable standards.

During the visit to works related to the event, the deputy governor of Pará, Hana Ghassan (MDB), stressed that COP30 should be “one of the largest in history”, registered with almost 200 countries and tens of thousands of accredited participants.

The government also launched a public platform for real estate registration to be rented during the event. The idea is to expand the offer of accommodation at more affordable prices, but the initiative debuted with delay and amid the crisis already installed.

Despite the pressure, Rui Costa said there will be no changes in the current ceiling of daily, set at $ 600 per bed. “We want COP to be remembered by the climate debate and not for abusive prices,” the minister concluded.
