Government of RJ tells the STF that the mega-operation involved ‘proportionate use of force’

In response to Minister Alexandre de Moraes, of the Federal Supreme Court (STF), the government of Rio de Janeiro stated that Operation Containment, carried out on October 28 in the Penha and Alemão Complexes, was conducted “within legal and constitutional parameters”, with “proportional use of force” in view of the threat posed by the Comando Vermelho faction.

“It was planned with judicial control and ministerial monitoring, concentrating, preferably, on non-residential areas, without impact on schools, and with proportional use of force”, says the piece.

The document, signed by Governor Cláudio Castro, details that the action involved 2,500 Civil and Military police officers, with support from the Public Ministry. According to the governor, 100 arrest warrants and 145 search and seizure warrants were served, in addition to the seizure of weapons of war, explosives, drugs and vehicles.

In the document, Castro states that the operation was the result of “exhaustive planning”, after around a year of investigations, and that teams from the Civil and Military police met for two months to “define the best execution strategy”. The governor added that there was help from other states, especially Pará.

“The definition and verification of the appropriate level of force for the operation resulted from exhaustive planning given the concrete possibility of armed confrontation and the need to reestablish public order,” says the letter.
