Eduardo criticizes Moraes for denying Bolsonaro residence and compares it with the Collor case

Former federal deputy Eduardo Bolsonaro (PL-SP) compared the state of health of former president Jair Bolsonaro with that of former president Fernando Collor de Mello to criticize his father’s transfer to Papudinha this Thursday. The decision was taken by the minister of the Federal Supreme Court (STF) Alexandre de Moraes. Eduardo defends that Jair serves his sentence at home, as has been the case with Collor since last year.

“At all costs, Moraes wants him (Bolsonaro) to have no influence on this year’s elections. This is the real reason, the political reason why Moraes does not give in to sending Bolsonaro to house arrest. Which would be unfair in itself, due to other much milder cases (of health than Bolsonaro), such as that of former president Fernando Collor being under house arrest, by decision of Moraes, because he has sleep apnea”, said Eduardo.

Last month, Bolsonaro’s defense asked Moraes to grant the former president humanitarian house arrest. The request recalls that Moraes granted Collor house arrest, alleging a similar situation involving comorbidities and the need for permanent treatment.

Collor has been under house arrest since May 2025, after being sentenced by the STF to eight years and six months in an Operation Lava-Jato case. The former president is serving his sentence in a penthouse on the coast of Maceió, capital of Alagoas, and since then he has received visits from politicians, lawyers and journalists — all authorized by Moraes.

The minister authorized the change of regime after the defense proved, with more than 130 tests, that Collor has had Parkinson’s since 2019 and suffers from other comorbidities, such as chronic sleep deprivation and bipolar disorder. In addition to wearing an electronic ankle bracelet and having visitation restrictions, he also had his passports seized and is banned from leaving the country.

Bolsonaro transfer

Bolsonaro was taken to the 19th Battalion of the PM-DF, where former minister Anderson Torres and former director general of the Federal Highway Police (PRF) Silvinei Vasques are already present. The place earned the nickname “Papudinha” because it is next to the Papuda Penitentiary Complex.

In the same decision, Moraes authorized the former president to receive religious assistance in prison and participate in a program to reduce his sentence through reading. On the other hand, he denied the request for access to a television with internet access (Smart TV).

Since November, Bolsonaro had been serving his sentence at the Federal Police (PF) Superintendence in Brasília. The former president was sentenced to 27 years and three months in prison by the STF for an attempted coup d’état.

The conditions at the site, however, were the target of complaints from Bolsonaro’s family and allies. One of the criticisms was about the noise from the superintendent’s air conditioning.

Medical evaluation by the PF

Moraes also determined that the former president must undergo a medical examination, carried out by PF experts, who must assess his clinical condition and the “need for transfer to the penitentiary hospital”.

After this assessment, the minister will decide on a defense request to grant humanitarian house arrest, for health reasons.

Moraes stated that the fulfillment of Bolsonaro’s sentence at the PF Superintendency had already been taking place with “absolute respect for the dignity of the human person and under extremely favorable conditions in relation to the rest of the Brazilian penitentiary system”.

The minister considered, however, that the “total lack of veracity in the complaints” does not prevent the transfer “to a General Staff Room with even more favorable conditions”.

Moraes mentioned that the PM-DF battalion will allow, for example, “increased visiting time with family members, free sunbathing and exercise at any time of the day, including the installation of physiotherapy equipment, such as treadmills and bicycles”.

The minister included in the decision a table comparing the conditions of the superintendency and the battalion, in categories such as square footage, accommodation, sunbathing and place to receive visitors.
