Castro dismisses head of RioPrevidência after PF operation on contributions to Master
The governor of Rio de Janeiro, Cláudio Castro (PL), dismissed the director-president of RioPrevidência, Deivis Marcon Antunes, on the afternoon of this Friday, 23rd. This morning, the Federal Police launched an operation to investigate suspected irregularities in the pension fund contributions of Rio employees in Master titles.
The decision was published in an extra edition of the Official Gazette of the State of Rio. As shown in the Estadão/BroadcastGrupo Estado’s real-time news system, Antunes knew about the possibility of being the target of a PF operation and left the country on January 15th. The corporation agents who went to his house this Friday did not find him. The whereabouts of the fund’s former director are unknown.

The operation launched by the PF this morning carried out four search and seizure warrants, at Rioprevidência headquarters and against fund managers. In addition to Antunes, former Investment Director Euchério Rodrigues and former Investment Manager Pedro Pinheiro Guerra Leal were also targeted, who had left their positions following suspicions involving Banco Master.

Rioprevidência attempted to reverse its investments in Financial Letters issued by Master. The papers were issued between October 2023 and August 2024, with due dates scheduled for 2033 and 2024. The fund is in negotiations to replace the bills with federal court orders.
The PF’s Barco de Papel operation investigates the suspicion that there have been irregular financial operations that exposed the fund’s assets to a high risk that is incompatible with its purpose. The corporation investigates crimes against the National Financial System (SFN), such as fraudulent management, misappropriation of resources, inducing public authorities to make mistakes and fraud against supervisors and investors, in addition to criminal association and passive corruption.
“The investigation, which began in November 2025, aims to investigate a set of nine financial operations, carried out between November 2023 and July 2024, which resulted in the investment of approximately R$970 million of resources belonging to the municipality in Financial Bills issued by a private bank”, says the PF note.
