Moraes files investigation against Carla Zambelli for obstruction and coercion

Minister Alexandre de Moraes, of the Federal Supreme Court (STF), ordered the shelving of the investigation investigating former federal deputy Carla Zambelli (PL-SP) for alleged crimes of coercion during the process and obstruction of the investigation.

The investigation, opened in June 2025, had been initiated based on public statements by Zambelli after his departure from Brazil.

Amid the discussion about the creation of a code of conduct in the STF, the minister said that 10% of the Inter Institute’s dividends go to religious institutions and the remaining 90% pay for social works

The investigation was motivated by statements by the former parliamentarian in which she said she intended to remain in the United States and request political asylum, in addition to mentioning her intention to adopt a certain “modus operandi” to carry out illicit conduct — statements that led to the opening of the investigation before her arrest in Italy.

In the decision to close the investigation, Moraes fully accepted the request from the Attorney General’s Office (PGR), which concluded that there was not enough evidence to support a possible criminal complaint against Zambelli.

“In view of the above, I welcome the PGR’s statement and grant the shelving of this investigation”, wrote the minister in his decision.

The former deputy was sentenced by the STF in May 2025 to 10 years in prison for her participation in the hacker invasion of the electronic system of the National Justice Council (CNJ), in which case she was identified as the intellectual author of the crime. After her conviction, she left Brazil, was arrested in Rome and is currently facing extradition proceedings in Italy.

The STF’s decision comes in a context of legal developments that include the analysis of Zambelli’s extradition by the Italian authorities — a process that will continue in the coming weeks.
