Parliamentarians tighten their grip to hear Vorcaro and seek a way out after the STF decision
Parliamentarians intensified efforts to guarantee the testimony of banker Daniel Vorcaro, following a decision by Minister André Mendonça, of the Federal Supreme Court (STF), which freed him from attending the INSS CPI. The moves involve appeals to the Supreme Court, proposals for a hearing in São Paulo and negotiation of formats at the Economic Affairs Commission (CAE).
The president of the INSS CPI, senator Carlos Viana (Podemos-MG), informed that the Senate Advocacy has already filed an appeal asking Mendonça to review the decision. Viana maintains that, while in the Federal Police (PF) investigation Vorcaro appears as being investigated, in the CPI he would be heard as a witness — a condition that, according to him, requires attendance.

The senator reaffirmed that he will not accept remote testimony or testimony outside Brasília, if the STF reestablishes the obligation.

— I understand that each and every person has an obligation to come to this commission as others have already done. We are seeing absurd shielding so that this gentleman, Vorcaro, does not respond correctly for the crimes he may have committed. Here on the commission he will not have any privileges. I will fight for him to come in person and give the answers the country needs — said Viana.
Senator Damares Alves (Republicanos-DF) filed two requests: one with the INSS CPMI and the other with the working group linked to CAE.
She proposes that the testimony be held at Alesp, in São Paulo, to guarantee “formality, publicity and regularity of the act”, if the members of the collegiate travel to the location.
As an alternative, Damares suggests that the testimony be given via videoconference, from the Federal Regional Court of the 3rd Region (TRF-3), under the supervision of a judicial authority and in the presence of Vorcaro’s lawyers.
At the Economic Affairs Committee (CAE), there is a hearing scheduled for tomorrow, with Vorcaro not yet confirming his presence. Three alternatives remain under discussion:
- CAE’s trip to São Paulo;
- Carrying out the testimony via videoconference;
- In-person hearing in Brasília.
According to the banker’s defense, the legal team is evaluating the possibility of Vorcaro giving his statement via videoconference. So far, there has been no definitive confirmation or refusal regarding this format.
Unlike the CPI, the president of CAE, senator Renan Calheiros (MDB-AL), has already signaled that he accepts testimony via video, if this is a viable format. CAE’s flexibility, however, contrasts with Viana’s position, which insists on in-person.
