Dario Durigan confirms musical chairs at the Farm; see changes
The new Minister of Finance, Dario Durigan, confirmed this Monday a game of musical chairs in the portfolio with the departure of Fernando Haddad from the Ministry of Finance. Haddad will be the PT candidate for governor of São Paulo.
Durigan has been at the helm of the executive secretariat since June 2023 and is praised for his technical profile and great negotiating capacity.

For Durigan’s place in the executive secretariat, the chosen one is Rogério Ceron, who currently heads the National Treasury secretariat.
“I trust in your ability to deliver, and I highlight that your work at the head of the Treasury was fundamental in moving forward with our agenda in recent years,” said the minister on social media
The new Treasury Secretary will be Daniel Leal, the current Undersecretary of Public Debt.
Ceron is one of the main people responsible for the fiscal framework, the main rule for managing the Lula government’s public accounts. The framework replaced the spending cap, allowing real spending growth of up to 2.5% per year — the cap limits expansion to the previous year’s inflation.
Durigan and Ceron have a long-standing relationship with Haddad. The two were assistants to the pre-candidate for the government of São Paulo when he was mayor of the capital, from 2013 to 2016. Leal has been a career servant at the Treasury since 2014 and took over as undersecretary last year.
The new formation, with the maintenance of people trusted by Haddad in key positions, indicates continuity of the economic policy that had been implemented by the PT member.
As deputy executive secretary, Úrsula Peres, professor at USP and specialist in public policies, takes over. Fábio Terra will be Durigan’s chief of staff and Flavia Renó, special advisor.
“Nobody does anything alone. We are a serious, united and technical Ministry. Women and men committed to making a difference every day, working for the prosperity of Brazilian families”, said the minister.
The Farm has already been undergoing changes in recent months. In January, Régis Dudena left the Secretariat of Prizes and Bets (SPA) to head the Secretariat of Economic Reforms after the departure of Marcos Pinto. Daniele Cardoso took over.
Mathias Alencastro, who was Haddad’s special advisor, took over as Secretary of International Affairs, after the dismissal of Tatiana Rosito, who became director of the World Bank in Asia.
There was also the dissolution of the special Tax Reform secretariat, which was headed by Bernard Appy, after the change in consumption taxes became law.
New changes could still happen if Lula accepts Guilherme Mello’s suggestion for one of the directors with a vacant position at the Central Bank. Mello heads the Economic Policy Secretariat (SPE).
