Senate invites PF director and delegate who helped arrest Ramagem in the USA to testify

The Public Security Commission (CSP) of the Federal Senate approved, this Tuesday, the 28th, the sending of invitations to the director general of the Federal Police, Andrei Rodrigues, and to the delegate Marcelo Ivo de Carvalho. Parliamentarians want clarification on the episode in which the United States denied the delegate’s service credentials a week after his participation in the arrest of former federal deputy Alexandre Ramagem, who is on the run. The date of the hearing has yet to be defined.

In the approved requests, the author, Senator Jorge Seif (PL-SC), said it is “fundamental that the country becomes aware” of the reasons why Carvalho was invited by the United States government to leave the country after working together with the US Immigration and Customs Enforcement, ICE, the US immigration police that gained more power under Donald Trump’s government.

The delegate was involved in the short arrest of Alexandre Ramagem by ICE. Former director of the Brazilian Intelligence Agency (Abin) under the Bolsonaro government, Ramagem fled Brazil after being sentenced to more than 16 years in prison for attempted coup d’état, attempted violent abolition of the Democratic Rule of Law and armed criminal organization. His mandate as federal deputy was revoked in December last year.

The US State Department accuses Marcelo Ivo, the Brazilian officer, of having tried to “manipulate” the immigration system, “circumventing formal extradition requests” and “extending political persecutions to the territory of the United States”, according to a statement from the US government released on April 20.

In an official note, the Federal Police claimed that Ramagem’s arrest was an international police cooperation between authorities from Brazil and the United States, as the former deputy is considered a fugitive from Brazilian justice.

Last Wednesday, the 22nd, Andrei Rodrigues stated in an interview with Globonews that Marcelo Ivo was not expelled from the USA, but that his access credentials were denied in the system of the unit where he worked in international cooperation. Therefore, the general director of the PF understood that it would be “more prudent” for the Brazilian to return to the country.

Jorge Seif believes that the episode is an “international diplomatic incident that embarrasses Brazil”, he says. “The delegate of a beloved institution, which we respect, which is the Federal Police of Brazil, making disastrous statements and, above all, we need to know: did he lie? Did he make it up? Or did he have an agreement and we don’t know? Brazil needs to know”, asks the senator.
