AGU orders Facebook to remove video in which Haddad says the plan is to ‘tax everything’
The Attorney General’s Office (AGU) sent to Facebook this Thursday, 9th, an extrajudicial notification for the platform to remove, within 24 hours, a false video circulating on the networks in which the Minister of Finance, Fernando Haddad, appears say that the government’s plan is to “tax everything”.
In the material, he talks about the creation of a “pet dog” tax, a “prenatal” tax for pregnant women and a “bets” tax. The minister’s speech was altered using artificial intelligence.
“The analysis of the material highlights the falsity of the information through sudden cuts, noticeable changes in lip movement and discrepancies in voice timbre, typical of content forged with the use of generative artificial intelligence”, says the AGU.

According to the Union’s lawyers, the misleading and fraudulent nature of the content goes against Facebook’s own rules that prohibit the use of the platform for illegal purposes. In a press release, the AGU reiterates that the platform’s standards recommend the removal of “content that may directly contribute to interfering with the functioning of political processes”.
The AGU also reiterates that the video is uninformative and shows facts that do not match reality in order to “confuse the public about the position of the Minister of Finance on matters of public interest”.
If the removal request is not accepted, AGU requests that the video be marked to inform that it was generated by AI and has altered content.
