Alerj CCJ evaluates decision that determined the arrest of Rodrigo Bacellar
The Constitution and Justice Commission (CCJ) of the Legislative Assembly of Rio evaluates, this Friday afternoon (5), the decision that determined the arrest of Rodrigo Bacellar (União Brasil), president of the House. The call for the extraordinary session, scheduled for 3pm, was signed by Guilherme Delaroli (PL), acting president, and published in an extra edition of the Official Legislative Gazette on Thursday (4).
Bacellar was arrested this Wednesday (3) suspected of leaking information from Operation Zargun, which took place in September and arrested then-parliamentary TH Joias. THE Estadão tries to contact Bacellar’s defense.
On the day of the arrest, the PF found R$90,000 in cash in the deputy’s car. The investigation points out that the president of Alerj aimed to maintain links with Comando Vermelho in search of “millions of votes” from the regions dominated by the faction.
The PF served a preventive arrest warrant and eight search and seizure warrants, in addition to a subpoena warrant for compliance with precautionary measures other than prison, issued by the Federal Supreme Court (STF).

TH Joias was arrested on September 3 for drug trafficking, corruption and money laundering in Operation Zargun. He is accused of negotiating weapons, rifles and anti-drone equipment for the Red Command and of using his mandate to favor the faction.
For STF minister Alexandre de Moraes, Bacellar had prior knowledge of Operation Zargun and had instructed TH Joias to remove possible evidence that would be seized from the property.
The PF also highlights the sending, by TH Joias, of photos from internal security cameras showing PF agents inside the residence at the time of the operation. The images were sent directly to Bacellar at 6:03 am. For Moraes, the record proves that the president of Alerj was not only aware of the action in advance, but also monitored the operation in real time, in direct contact with the target.
Moraes framed the case as a permanent crime linked to the criminal organization, which allows the arrest of a parliamentarian even under immunity. The minister fully accepted the arguments of the PF and PGR that alternative measures would be insufficient, and that preventive detention is necessary to guarantee public order, preserve criminal investigation and prevent the continuation of crimes.
