Assessment of mayors declines in the 1st year of office, points out PoderData
Brazilian mayors end their first year in office with a mostly stable evaluation, but with a slight loss of approval compared to the previous period. PoderData research, carried out between December 13 and 15, 2025, shows that 29% of the population consider the work of the heads of the municipal Executive “good” or “excellent”.
The percentage represents a drop of three percentage points compared to the end of 2024, when the term of office of the mayors elected in 2020 ended. In the opposite direction, the negative assessment advanced: 21% of voters classify the administrations as “bad” or “terrible”, compared to 19% registered a year ago.

Despite the fluctuations, the predominant perception continues to be intermediate. Currently, 40% of those interviewed evaluate the performance of mayors as “regular”, a pattern that is historically repeated in research on municipal administrations. Another 10% said they did not know or did not want to give an opinion.
The survey interviewed 2,500 people in 133 municipalities, distributed across the 27 units of the Federation. The interviews were carried out by telephone, with a margin of error of two percentage points and a confidence level of 95%.
