For FGV International Relations Professor Eduardo Mello, Brazilian positioning in relation to Iran is directed to Beijing, Moscow and European countries, with whom Brazil has more proximity. And these countries have not positioned themselves so firmly in favor of war.

According to him, Brazil no longer has political capital with current management of both Washington and Tel Aviv. In addition, Brazil is not a major player in the region.

Former Secretary of Strategic Affairs of the Presidency of the Republic in the government of Michel Temer, Hussein Kalout, agrees that Brazil’s position is very clear. “Itamaraty released a note. Brazil’s position sees that the instrument of force use cannot violate international law, so that they need to be authorized by the United Nations Security Council,” he adds.

According to Klaout, “a unilateral military action, whatever it is, is not justifiable, except in case of self -defense, but in this case, in the Brazilian understanding, there is no legitimate defense.”

For the former secretary, Brazil is not isolated. “Most countries in the world are not favorable to attacks and most of the countries have condemned the attacks,” he says.

Itamaraty position

Itamaraty issued a note of the conflict in which it expresses “serious concern for military climbing in the Middle East and vehemently condemns, in this context, military attacks from Israel and, more recently, from the United States, against nuclear facilities, in violation of the sovereignty of Iran and international law.”

“The Brazilian government reiterates its historical position in favor of the exclusive use of nuclear energy for peaceful purposes and firmly rejects any form of nuclear proliferation, especially in regions marked by geopolitical instability, such as the Middle East,” says note.
