The Chamber of Deputies approved, by 430 votes in favor, the urgency request for the complementary bill (PLP) that increases the eligibility limit for Individual Microentrepreneurs (MEIs), this Tuesday, 17th.

With the approval of the application, the project is processed quickly. The next step is for the president of the Chamber, Hugo Motta (Republicanos-PB), to define the rapporteur for the proposal.

According to Hugo Motta, processing through PEC will force those interested in the matter to seek convergence

PLP 108/2021 was approved by the Federal Senate with the proposal to classify as MEI a company that has a gross income of R$ 130 thousand per year, and no longer R$ 81 thousand, as is currently the case. In practice, the matter allows more entrepreneurs to have exemptions from Income Tax. MEI is also allowed to hire up to two employees.

In the Chamber’s Finance and Taxation Committee, in 2022, there was an opinion in favor of an even more flexible limit, of R$ 144,913.41, according to gross income in the previous year, to be updated annually by the Broad National Consumer Price Index (IPCA). Business sectors defend this proposal.

In this CFT opinion, those with annual gross revenue of up to R$869,480.43 would be classified as micro-enterprises, and no longer up to R$360,000, as currently occurs. Small companies also have the scope expanded from R$4.8 million annually to R$8,694,804.31.

Legislative technicians heard by the Political BroadcastGrupo Estado’s real-time news system, point out, however, that the project does not indicate the fiscal impact of expanding the MEI limit, nor the compensatory measure for the project.
