Chamber CCJ rejects Glauber Braga’s appeal; Cassation goes to vote in the plenary
The Constitution and Justice Commission (CCJ) of the House of Representatives rejected, on Tuesday (29), by 44 votes to 22, the appeal presented by Deputy Glauber Braga (PSOL-RJ) against the process of revoking his mandate, approved by the Ethics Council.
With this decision, the process will be referred for a vote in the House Plenary, which has a period of up to 60 days to guide the issue, according to agreement signed with the mayor, Hugo Motta (Republicans-PB).
The rapporteur at the CCJ, Deputy Alex Mante (Citizenship-SP), voted for the rejection of the appeal and was accompanied by the majority of the commission. In his opinion, Mante argued that the questions presented by the defense dealt with merit – such as the dosimetry of penalty and proportionality – rather than procedural aspects, which are the only ones that can be subject to analysis by the CCJ.

“It is not up to this Commission to evaluate the content of the decision of the Ethics Council, but only to verify that the rite and the constitutionality have been respected,” he said.
During the session, which lasted about seven hours, Glauber Braga stated that he will travel the 26 states of the country over the next two months to present his defense directly to parliamentarians and society.
“I will be dialogue with people about what is happening. And I make myself available to present the arguments to any of the parliamentarians who want to hear me,” he said.
If approved by the Plenary, the request for cancellation will result in the loss of the mandate and ineligibility of Glauber Braga for eight years. The deputy is currently in his fourth consecutive term and has been in the House since 2009.
Understand the case
The representation against him was presented by the New Party after an incident in 2024, when he was accused of pushing, kicking and expelling a member of the Free Brazil Movement (MBL) from Congress facilities.
Glauber claimed to have been repeatedly provoked by the activist, who offended him, which would have motivated his reaction. The defense maintains that he acted in self -defense and that his actions would be protected by parliamentary immunity. Nevertheless, the Ethics Council approved in March the recommendation for the loss of mandate.
Hunger strike and agreement
In protest, Glauber was on hunger strike for more than a week, claiming the annulment of the process. The movement was closed after negotiation with the mayor, which guaranteed a 60 -day break between the CCJ decision and the plenary vote, considered a partial political victory by the deputy’s allies.
Glauber bets on social mobilization and direct contact with parliamentarians to reverse the situation, although analysts points that the correlation of forces in the house is mostly unfavorable to PSOL.
