Senator Damares Alves (Republicans-DF) and Deputy Colonel Fernanda (PL-MT) filed, on Monday (12), a request for the creation of a Mixed Parliamentary Committee of Inquiry (CPMI) intended to investigate the improper discounts in Retirement and Pensions of the INSS.

The initiative comes after an operation of the Federal Police and the Comptroller General of the Union (CGU) reveals the existence of an unauthorized charges scheme made by unions for social security benefits.

The official announcement of the request protocol was made on social networks, and the request has the support of 182 deputies and 29 senators – enough to enable the installation of CPMI.

The strategy of creating a mixed commission, with the participation of deputies and senators, was adopted to circumvent the queue of parliamentary commissions of Inquiry (CPIs) in the House of Representatives.

Despite the opposition pressure, the government argues that the Federal Police are already investigating the case and that a CPMI would have only a political character, being used to attack the Planalto Palace.

The president of the Chamber of Deputies, Hugo Motta (Republicans-PB), said that the request should follow the normal procedure, awaiting the installation order established for other committees.

Among the signs of the request are parliamentarians of parties that make up the ruling base. In the MDB, 11 deputies supported the initiative; In the PSD, 11 also signed; In Republicans, there were 13; And at PP, 14. Even the PSB, a party that is part of the allied base of the government, had a favorable deputy to the request: Heitor Schuch (RS).

The installation of CPMI, however, depends on the president of the Senate, David Alcolumbre (Union-AP), who needs to read the application in plenary. Without this reading, the collegiate cannot be formally constituted.

The expectation is now that opposition intensifies the pressure to alcobure allow the investigation to advance.

The revelation of the scheme of undue discounts on Retirement and Pensions of the INSS generated strong political repercussion, and the opposition sees in CPMI an opportunity to expose possible failures of government surveillance and responsibilities.

Planalto, in turn, tries to contain the commission’s advance, betting on the investigation already underway from the Federal Police.
