Entities ask Flávio Dino to reconsider decision that suspended amendments
The Euclides da Cunha Foundation (FEC), which provides support to the Fluminense Federal University (UFF), asked Minister Flávio Dino, of the Federal Supreme Court (STF), to reconsider the decision that suspended the transfer of parliamentary amendments to the entity.
In addition to the FEC, Dino blocked the sending of amendments to 12 other organizations that, according to the Comptroller General of the Union (CGU), do not provide adequate transparency to the management of public resources. The decision was made last week.
Two other entities – Instituto Besouro de Fomento Social and Irmandade Santa Casa de Misericórdia de Sorocaba – also asked for the decision to be reconsidered. In an order published recently, Dino ordered the CGU to respond to the requests within 15 days.

The 13 non-governmental organizations (NGOs) and non-profit entities that were affected by the decision are part of a group of 26 institutions that led the efforts for parliamentary amendments to NGOs from December 2nd to 12th. In the case of the 13 entities that had their transfers suspended, R$133.3 million had been committed in the period.
The FEC maintains that it has already adopted transparency measures and that it has remedied the gaps identified by the CGU – that is, the identification of which projects are financed by amendments, with the name of the parliamentarian who indicated the resources. “The projects arising from parliamentary amendments were and remain on the petitioner’s Transparency Portal. Only and only was there no indication that would allow them to be identified as such”, he told the STF.
According to the entity, the resources are deposited in a bank account opened specifically for each project as soon as the amounts are transferred to the UFF. “All financial movements of resources are carried out through this specific account, which guarantees the identification and control of all amounts received and spent to manage the project”, he argued.
