Federal government extends deadline for aid program for Rio Grande do Sul

Citizens of Rio Grande do Sul who were not qualified to receive Reconstruction Aid from the federal government have the deadline extended from 15 to 30 calendar days to file an administrative appeal with their municipality’s city hall, starting on November 4th.

The extension of the deadline for filing the appeal is now in effect, following the publication of a decree issued by the Ministry of Integration and Regional Development (MDR), published in the Official Gazette of the Union.

The decision to extend the deadline for appeals came after city halls questioned the previous deadline of 15 days.

Step by step

After the request, municipalities will be able to file an administrative appeal, which can be done once for the same family.

In the Reconstruction Aid system, those responsible in the municipalities will find the “resource” module, where they can start the process.

The MDR explains that the main inconsistencies identified by the Reconstruction Aid system in family records sent by city halls involve, among other situations, the address not confirmed in the federal government databases; declared address in favelas and rural and urban communities; more than one family living at the same address; the family responsible is under 16 years of age; evidence of death of the beneficiary in government databases; address outside the georeferenced municipal flood zone.

The filing of appeals must include supporting documentation that responds to the problems identified in that family’s registry.

City halls will have up to 60 calendar days from the start date of the administrative appeal to judge citizens’ objections.

Reconstruction Aid

Financial support in the amount of R$5,100 is paid in a single installment by the federal government to families displaced or made homeless by the April and May floods that hit the state.

Reconstruction Aid, created by Provisional Measure 1,219, is granted to families who had to abandon their homes, temporarily or permanently, as a result of heavy rains. The condition for the family to be qualified is that the house was built in a location with a calamity or emergency situation officially recognized by the federal government, through an ordinance.

In total, residents of 444 cities in Rio Grande do Sul can access Reconstruction Aid.

To date, the Ministry of Integration has recorded 399,590 registrations of beneficiary families from 253 municipalities in Rio Grande do Sul that are approved for the benefit.
