Flávio Dino has a health amendments with irregular bank accounts
Minister Flávio Dino of the Federal Supreme Court (STF), determined on Wednesday (30) the blockade of parliamentary amendments to the health area that have not yet complied with the opening requirements of specific bank accounts. The measure complies with a previous decision of August 2024, which conditions the transfer of public resources to transparency and budgetary traceability rules.
According to the Attorney General of the Union (AGU), of the 7,322 proposals for parliamentary amendments registered in the federal system, 6,040 already have regularized specific current accounts. Another 1,283 proposals remain pending, and it is precisely those that will have their transfers suspended until regularization is proved.

“It is not possible to wait indefinitely for the fulfillment of constitutional duties by public managers,” Dino said in his decision. The minister conditioned the release of the amounts to a formal request from the Ministry of Health, which should certify the individual regularization of accounts linked to the amendments.

The decision has a direct impact on budgetary execution in sensitive areas, such as the primary and medium complexity of SUS, where parliamentary amendments represent a relevant portion of annual financing. The measure may affect both direct transfers to municipalities and agreed entities, as well as philanthropic hospitals.
Control over amendments
The requirement of specific bank accounts was determined by Dino in August 2024, as part of an STF effort to ensure greater transparency in the execution of parliamentary amendments, especially after the scandals involving the so -called “secret budget”, practice suspended by the Court itself in 2022.
The model requires that each amendment has an individual account, which allows to track the destination of resources and curb the political or opaque use of values. AGU has been active to monitor compliance with the rule in conjunction with the Ministry of Health and control bodies.
