Government announces R$1.6 trillion for Nova Indústria Brasil; Lula does not speak

The president’s government Luiz Inácio Lula da Silva (PT) announced, in a ceremony held at Palácio do Planalto, this Wednesday (30), investments totaling around R$ 1.6 trillion in projects that are part of the so-called “Mission 3” of the Nova Indústria Brasil (NIB) program, scheduled until 2029.

At the ceremony – the first in which Lula participated since the domestic accident that caused him to receive stitches in the back of his head and suffer a small bleed in the brain – the President of the Republic did not speak. He left the mission with government ministers, who attended the event in large numbers.

Until then, Lula had been participating in meetings with ministers, but had not yet participated in an official event at the Palácio do Planalto. The president has already removed the stitches and will continue to undergo tests to monitor the bleeding.

One of those who spoke was the Minister of Finance, Fernando Haddad (PT)who projected the approval of tax reform regulations by the National Congress later this year and said that Brazil’s economy will continue to grow.

In addition to Lula, Haddad and the vice president Geraldo Alckmin (PSB)who is also Minister of Development, Industry, Commerce and Services, ministers Jader Filho (Cities), Renan Filho (Transport), Silvio Costa Filho (Ports and Airports), Márcio Macêdo (General Secretariat of the Presidency) and Simone Tebet (Planning and Budget), as well as the president of the National Bank for Economic and Social Development (BNDES), Aloizio Mercadante.

New Industry Brazil

Launched in January this year as one of the main platforms of the ministry led by vice-president Geraldo Alckmin, NIB is an industrial policy focused on sustainability and innovation.

Of the total R$1.6 trillion announced at this Wednesday’s ceremony, 75% will come from the private sector. The objective of Mission 3 of the program, according to Planalto, is to improve the quality of life in cities, integrating sustainable mobility, housing, infrastructure and basic sanitation.

“This significant volume of investments demonstrates the correct focus of Nova Indústria Brasil which, in this case, will strengthen infrastructure and mobility in the country, bringing well-being to citizens while encouraging an innovative industry”, stated Alckmin. “The partnership between the public and private sectors is essential to transform our cities, with projects that bring economic development and quality of life to millions of Brazilians.”

Credit lines

Of the public resources for Mission 3, R$113.7 billion come from credit lines and subsidies from the Mais Produção Plan (P+P). The plan also includes reinforcement from Caixa Econômica Federal, which contributed R$63 billion. As a result, the federal government reports, NIB’s total resources rose to R$405.7 billion.

The other institutions in the Mais Produção Plan are BNDES, Finep, Banco do Nordeste (BNB), Banco da Amazônia (Basa) and Embrapii.

In an interview with journalists, the Planning Minister stated that there would be no problem in voting on the measures until the first half of next year because they should have a greater impact in 2026.

Private investment

During the ceremony at Planalto, the Brazilian Association of Infrastructure and Basic Industries (ABDIB), the Brazilian Chamber of the Construction Industry (CBIC) and the Brazilian Association of the Construction Materials Industry (Abramat) announced new investments of R$ 1, 05 trillion in the areas of housing, infrastructure and sanitation by 2029.

According to the government, most of the resources will be allocated to urban mobility, sanitation, airports, railways, highways and ports.
