Government publishes provisional measure to give credit to MSEs affected by blackout in SP

The federal government published, in an extra edition of the Official Gazette of the Union (DOU)this Saturday, the 19th, a provisional measure (MP) that guarantees the release of credit of up to R$ 1 billion for micro and small business owners who suffered losses due to the blackout in the city of São Paulo and the Metropolitan Region.

A line of R$150 million from the Operations Guarantee Fund (FGO) will be used as a guarantee for the loans, through the National Support Program for Micro and Small Businesses (Pronampe).

According to the MP, the operations are intended only for micro-entrepreneurs and small business owners who suffered material losses caused by the interruption of electricity supply this month.

The MP also authorizes the extension and suspension of payment of Pronampe installments for two months for those responsible for small businesses in the region affected by the blackout. The credit line is intended only for economic activities of legal entities that qualify as micro and small companies.

The President of the Republic, Luiz Inácio Lula da Silva, said, at an event in the capital of São Paulo on Friday, the 18th, that the measure is a way for the government to minimize the damage caused in São Paulo, like what happened in Rio Grande do Sul. South during the flood period.

The credit line aimed at micro and small companies (MSEs) in São Paulo, however, has no connection with the one provided for the people of Rio Grande do Sul. “I don’t want to know who’s to blame. I want to know who will provide the solution. And we want to find the solution”, said Lula at the event held at Allianz Parque on Friday.

In turn, the Minister of Finance, Fernando Haddad, said that the measure has no impact on the Union’s accounts. “It has no primary impact, no public account impact”, he highlighted.

The forecast is a grace period of 12 months to start financing payments and a period of up to 72 months to pay off the debt.
