Haddad announces that he intends to accelerate date centers exemption

Finance Minister Fernando Haddad confirmed on Monday (5) the government’s intention to accelerate the exemption of capital goods, machines and equipment used in production, linked to the Data Centers. The minister travels to California in search of investments in the sector.

At a conference at the Milken Institute, an organization that brings together politics and economy personalities for political and economic debates, Haddad stated that the government intends to anticipate the effects of tax reform on the data centers sector. The measure will integrate the future National Data Centers (writer) plan, which aims to attract $ 2 trillion in investments in the country in the next decade.

“The anticipation will ensure that all investment in Brazil in the sector is exempt and all export of services from the data centers is exempt,” said the minister.

In the coming weeks, the Government must send Congress a bill or provisional measure that exempts from federal taxes to capital goods linked to information technology goods to data center. The government also wants to exempt services export.

“We came to the pre-release of the National Policy Data Center. For the Data Center area, we decided to anticipate the effects of the tax reform already approved by the National Congress, by constitutional amendment, that is, something absolutely solid from the institutional point of view,” he explained.

Energy transition

To stimulate investors in the country, Haddad said the government intends to use the fact that most of the Brazilian energy matrix is ​​made up of renewable energies, which reduces the carbon dioxide gas emissions.

“We want the digital economy in Brazil to be simultaneously digital and green. So that’s what we are working on: to provide the Clean Energy Data Centers and process the data with cyber security, with legal certainty,” he said.

New Legal Framework

The minister also mentioned the articulation with the National Congress for the approval of the new legal framework of the data centers. However, he admitted that there are challenges such as copyright and the preservation of competition.

“Legitimate concerns, but I believe the economic team and the National Congress, especially the rapporteurs who were assigned to address these matters, are very attuned to the challenges of the growth of the digital economy,” said Haddad.

Economic perspectives

To an audience of academics, executives and politicians, the Finance Minister also detailed expectations with the Brazilian economy. According to Haddad, Brazil will convince foreign investors that, by the end of the current government, the country will grow at least 3% per year.

“We have already made the IMF (International Monetary Fund) recognize that our potential has gone from 1.5%to 2.5%, and I am sure that at the end of President Lula’s term the world will be convinced that Brazil can grow at a minimum rate of 3%,” he said.

The minister also said that private investment is growing in Brazil, especially in the area of ​​infrastructure and reindustrialization. For Haddad, the improvement of legislation on concessions and public-private partnerships helps to bring resources to the country.

“Infrastructure ministers are on a cruise flight around bids. Brazil has greatly perfected this legislation and will continue to improve its legislation of public-private concessions and partnerships. So, I believe it is a huge field of partnerships that can be established. And, I repeat, this is already happening,” said Haddad.
