The Minister of Finance, Fernando Haddad, stated this Tuesday, the 16th, that he had presented parliamentarians with the department’s calculations for voting on Complementary Law Project (PLP) No. 182/2025, which deals with the cut in tax benefits. Haddad said that, as the idea of ​​making a linear cut in infraconstitutional tax benefits came from Congress, the president of the Chamber, Hugo Motta (Republicanos-PB), asked for subsidies from the Treasury.

“We present all the calculations so that they (parliamentarians) can make a decision so that the budget piece has coherence, consistency, especially with the target established in the LDO (of 2026), of a primary surplus of 0 to 0.25%”, Haddad reported to journalists as he left the ministry.

“We forwarded all the parameters, we did some simulations to the rapporteur, deputy Aguinaldo Ribeiro, and now the decision is up to the National Congress. But the subsidies were delivered so that the account could be closed and the Budget could be voted on on Thursday”, he continued.

The proposal that linearly cuts the government’s tax benefits guarantees around R$20 billion for the 2026 Budget and is necessary for the vote on next year’s Annual Budget Law (LOA). Its approval is treated as a priority for this year-end by the Ministry of Finance.

Bets, fintechs and JCP

Regarding the economic team’s request to include the taxation of bets and fintechs and the increase in interest on equity (JCP), Haddad said he sent the simulations with several scenarios. This request rescues excerpts from the Alternative Provisional Measure to the Financial Operations Tax (IOF), overturned by Congress in October. The possibility of the taxes now incorporated into the text being applied in a staggered manner is being studied.

“Since they wanted to change some parameters of the linear cut a little, they asked to check how much could be compensated with measures approved by the Senate, at the CAE (Economic Affairs Committee), and we delivered the calculations. I was actually in Congress at the end of the day to talk personally with the leaders and I think so, Congress is quite well informed”.

Asked whether the increase in taxation will be staggered, Haddad replied that this is one of the scenarios presented at the request of parliamentarians, with the calculations. “The final decision is up to Congress, but all the calculation scenarios were delivered at the end of today, as President Hugo Motta requested.”

He stressed that the volume of the network of resources needed to close the budget piece is in the order of R$20 billion, and maintained that there are several scenarios to reach this number.

Presumed profit

Regarding presumed profit, which faced resistance, the minister said that there may be some change in relation to the rule. The project establishes a 10% increase in the presumption of profit percentages (IRPJ and CSLL) for annual revenues above R$1.2 million. “They also asked for simulations in this direction, to increase the value from which the 10% cut would apply, maintaining 90% of the tax benefit.”

The head of Finance said that it is necessary to approve the text today in the Chamber and tomorrow in the Senate, “because then the budget rapporteur can close the budget piece calmly, without the risk of us having revenues that are in the Budget and that have no source”.
