House approves a project that gives readjustment to servers and reorganizes positions

The House of Representatives approved the bill that provides for salary adjustment for public servants and reorganizes positions. There were 388 votes yes and 43 no. The proposal goes to the Senate. The original text also provided for new rules for public service career progression, but the stretch will be treated separately, in a new bill to be discussed by an administrative reform working group.

The PL advised the project favorably and withdrew the obstruction maneuvers it was planning, such as postponement requests and longer discussions. The proposal consolidates a provisional measure of the government, published last year, which provided for salary increase for categories that performed strikes and agreed readjustments. The project features new salaries for 2025 and 2026, which will be made according to the category. In 2023, there was a linear readjustment of 9%. In 2024, there was no readjustment.

The project readjustments remuneration of both effective positions and commissioners. The proposal also provides for new positions, from two new higher -level careers: the career of socioeconomic development and the career of development of justice and defense policies.

According to the government, positions aim to qualify and professionalize state areas.

“Regarding the theme of career development in the career, specifically in what relates to the career development system (Sidec), we understand that this opportunity is not the best for such discussion. In our view, the theme in question should be dealt with under administrative reform,” said Deputy Luiz Gastão in a report.

The project provides for the conversion of 14 thousand 989 vacant positions in 15 thousand 670 new posts, including effective, commissioned and reliable functions. There will be, for example, the creation of 6,000 positions of analyst in education and 4,000 of education technician, without increasing expenses.

The budget impact of the proposal will be R $ 17.9 billion in 2025, R $ 26.7 billion in 2026 and R $ 29.1 billion in 2027, according to the government and the rapporteur.
