INSS CPMI approves summons of brother-in-law, Vorcaro's ex and Master directors

The INSS CPMI approved this Thursday (12) the summons of Fabiano Zettel, brother-in-law of the owner of Banco Master, Daniel Vorcaro, the banker’s ex-girlfriend Martha Graeff and directors of the bank.

CPMI authorized the call of Master’s directors Ângelo Antônio Ribeiro da Silva, who was also a partner of the company, and Luiz Antônio Bull, Master’s director of Risks, Compliance, Human Resources, Operations and Technology.

Like Vorcaro, Silva and Bull were preventively arrested by the Federal Police. Bull is being investigated for, among other crimes, suspicion of fraudulent management of a financial institution, issuing, offering or negotiating false or counterfeit securities or securities and being part of a criminal organization. Also according to the PF, Silva signed suspicious contracts and sent documents to the Central Bank that may contain fraudulent information.

With the actions of the government supporters, the majority in the CPMI, the commission blocked the summons of Roberta Luchsinger, a friend of Fábio Luís Lula da Silva, known as Lulinha, son of President Luiz Inácio Lula da Silva. There were 16 votes against her presence on the board and 12 in favor.

Then, the government blocked the call-up request of former PT marketer Danielle Fonteles, with little difference in the score, which registered 16 to 11.

Government officials say that these requirements were a “smokescreen”. “Lulinha has nothing to do with this matter. Roberta has nothing to do with this INSS matter. It’s another smokescreen. That’s why we’re voting against, so that CPMI can have a real direction of investigation”, said deputy Rogério Correia (PT-MG).

According to the PF, a consultancy linked to Antônio Carlos Camilo Antunes, the INSS’s Careca, would have transferred R$1.5 million to a company owned by Roberta Luchsinger, in five successive payments of R$300,000. The businesswoman started using an electronic ankle bracelet as ordered by the Court.

The next protected person to vote was José Antonio Batista Costa, president of J&F, controller of the PicPay digital bank, which is owned by the brothers Joesley and Wesley Batista. The score ended with 15 to 11.

The CPMI rapporteur, deputy Alfredo Gaspar (União-AL), criticized what he called “shielding”. “What a hell of a shield it is from the financial system. I’ve never seen so many employees from the financial system at CPMI,” he stated. In the case of Fonteles and Luchsinger, he said that “André Mendonça (STF minister reporting on the case) will arrest everyone”.

All that remains is to analyze the summons of Edson Claro Medeiros Júnior, appointed as an INSS Careca employee.

The commission decided to remove from the agenda the summons of Roberto Campos Neto, former president of the Central Bank in the government of Jair Bolsonaro. This request will be analyzed next week, together with the call from the current president of the BC, Gabriel Galípolo.

The summons of Rogério Giglio Gomes, a former civil police officer who said he was paid by Fictor to produce content that would be false to provide CPMI with the INSS, was also removed from the agenda. This application will also be analyzed next week.

In addition to those already mentioned, CPMI also approved the call for the following people:

  • Marcos de Brito Campos Júnior, former director of Administration and Finance at the National Department of Infrastructure (Dnit), suspected of receiving bribes in cash from Careca at INSS;
  • Lucineide dos Santos Oliveira, partner of the Associação dos Aposentados do Brasil (AAB), one of the associations targeted for opening a case by the Comptroller General of the Union (CGU) on suspicion of involvement in fraud involving discounts to INSS retirees and pensioners;
  • João Vitor da Silva, partner of a company that would have received resources from Careca companies from the INSS;
  • Mauro Caputti Mattosinho, a pilot who worked for an air taxi company who has already denounced the president of União Brasil, Antônio Rueda, of being the owner of aircraft operated by an airline linked to those being investigated on suspicion of laundering money for the PCC;
  • Renato de Matteo Reginatto, lawyer who former civil police officer Rogério Gomes accused of approaching the officer to offer the partnership with Fictor.

CPMI cancels scheduled testimonies

The testimonies scheduled for this Thursday’s session were cancelled. The president of Palmeiras and Banco Crefisa, Leila Pereira, and the CEO of Banco C6 Consignado SA, Artur Ildefonso Brotto Azevedo, would testify as witnesses, but a decision by the Minister of the Federal Supreme Court (STF) Flávio Dino exempted the two from appearing before the collegiate on the scheduled date.

The director of Information Technology at INSS, Lea Bressy Amorim, presented a medical certificate and will be away from her duties until March 15, when she will be able to appear before the collegiate to testify. Lea and Ildefonso are scheduled to testify next Thursday, the 19th.

The treasurer of the Brazilian Confederation of Fisheries and Aquaculture Workers (CBPA), Paulo Gabriel Negreiros de Almeida, is in prison and, to date, the CPMI has not obtained authorization from STF minister André Mendonça for the deponent to appear before the collegiate.
