The INSS CPMI enters a decisive phase on Monday (8), when it will hear former Social Security Minister Carlos Lupi. The testimony should revolve around its management in front of the folder between 2023 and 2025 and the responsibility to investigate deviations in social security benefits that may have caused a break of R $ 6.3 billion.

The scheme, revealed by the Federal Police and the Comptroller General of the Union (CGU), involved discounts not authorized in retirement and pensions, validated by entities that would have forged registrations without actual ability to provide services.

The epicenter of the crisis

Lupi resigned on May 2, nine days after the PF triggered an operation against the fraud. His departure came amid political pressure and frying in the Lula administration, who also dismissed the then president of the INSS, Alessandro Stefanutto, ally of the former minister.

Although not formally cited in the investigations, Lupi was questioned by alleged omission in the face of alerts. THE National newspaper He revealed that information about irregular retirement discounts arrived at the National Social Security Council, chaired by Lupi, but had no referral throughout 2023.

The episode adds to old criticism of its management, especially for the failure to reset the INSS medical expertise line, a central promise when it took office.

The political dispute in Congress

Lupi’s summons intensified CPMI’s political tone. The opposition bets on linking the scandal directly to the Lula administration, while the ruling base insists that deviations began before the current management.

For the committee’s rapporteur, Deputy Alfredo Gaspar (Union-AL), the testimony will be “essential” to advance in the investigations. “The former minister has information that can clarify central points of the scheme and the degree of responsibility of the high summit of social security,” he said.

What said Lupi

In the letter announced his departure, Lupi claimed that he supported all the findings and stressed that his name does not appear in the investigations.

“I make this decision with the certainty that my name was not quoted at any time. I make a point of highlighting that all findings have been supported, from the beginning, by me, by the Social Security and the Lula administration’s control bodies,” he wrote.
