Investigated for INSS fraud bought 47 properties and moved R $ 35 million

Those investigated for involvement in the fraud scheme at the National Institute of Social Security (INSS) bought, between 2018 and 2025, at least 47 properties with estimated value of R $ 35 million, according to the Federal Police. The Operation Without Discount, triggered on April 23, investigates the diversion of funds through undue discounts on retirement and pensions.

The National Confederation of Agriculture Workers (Contag) appears at the center of investigations. According to the PF, the entity raised more than $ 2 billion through discounts applied to the benefits of 1.3 million policyholders. Only for the company Orleans Viagens and Tourism, Contag passed R $ 5 million. The PF identified that the company bought 16 commercial rooms in São Bernardo do Campo (SP) between March 2020 and November 2024, totaling R $ 3 million. It also purchased an apartment in Diadema and 11 vehicles.

Orleans partners, Silas Bezerra de Alencar and Wagner Ferreira Moita, are also in the sights of the PF. Alencar spent R $ 5.4 million on six properties in São Paulo since 2019. Already Moita has invested R $ 1.8 million in the purchase of apartments on the coast of São Paulo.

Within the structure of Contag, directors and advisors also made suspicious acquisitions. Director Alberto Ercilio Broch bought an apartment in Brasilia for R $ 1.6 million. Secretary General Thaisa Daiane Silva acquired a house and a plot in Mato Grosso do Sul for $ 600,000. The Secretary of Social Policies, Edjane Rodrigues, invested R $ 330 thousand in a property in the Federal District.

Another key character in the scheme, according to the PF, is Antonio Carlos Camilo Antunes, the “Bald of the INSS”, accused of diverting $ 53 million. In 2024, he bought a house in Lago Sul, a noble neighborhood of Brasilia, for R $ 3 million. In 2020, I had paid R $ 216 thousand for land and property in Vicente Pires.

Antunes used their own companies to move part of the resources. Its offshore on the British virgin islands, Camilo & Antunes Limited, acquired four properties in Brasilia and São Paulo, with deposits of R $ 11 million. Other companies in the group also acquired real estate in São Paulo, Brasilia and even in the United States.

The former INSS attorney general, Virgílio Ribeiro de Oliveira Filho, dismissed on April 23, bought four properties valued at R $ 4.6 million. His wife, Thaisa Hoffmann Jonasson, bought three properties in Paraná for $ 2 million, on behalf of his company THJ Consultoria. The same company acquired another property for R $ 230 thousand in 2024.

The PF points out that the criminal organization defrauded the authorization of payroll discounts, using façade associations and falsification of signatures. The estimated loss exceeds R $ 6.3 billion, and additional losses of R $ 5.2 billion were avoided with the operations outlet.
