Lira asks the Senate to avoid ‘politicking’ in IR after Renan is chosen rapporteur
Former President of the Chamber Arthur Lira (PP-AL) asked the Senate not to engage in “politics” with the Income Tax exemption project after Senator Renan Calheiros (MDB-AL), Lira’s rival in the state, was defined as the person responsible for drafting the opinion.
“That the IR project be reported in a responsible manner in the Senate. The text that is ready was constructed with a lot of work and dialogue, including with the government, and approved in the Chamber unanimously within the deadline. That there is no politicking with such a relevant issue”, declared Lira.
The PP deputy was the one who reported the text in the Chamber. Last week, deputies approved the project unanimously, with 493 votes in favor.

On the day the text was approved by the Chamber, Lira had already expressed dissatisfaction with the fact that the Senate had come forward with an alternative IR exemption text. Renan Calheiros, who is president of the Economic Affairs Committee (CAE), articulated the committee’s approval of an alternative IR exemption project while the Chamber had not approved the project reported by Lira.
— In the Senate, they even did it at the front (IR project by senator Renan Calheiros). I didn’t see any charges in the Senate regarding Tax Reform – said Lira last week.
The project approved by the Chamber and now being analyzed by the Senate also establishes a minimum rate of 10% for those earning more than R$50,000 per month. In practice, the increase in taxes for the richest will compensate for the reduction in income tax for the poorest.
Palácio do Planalto’s plan is for the IR exemption to be valid for the IR declaration in 2026, the election year. To achieve this, the Senate will need to approve the text this year and send it to President Lula for sanction. Therefore, the issue has been treated as a priority by the government.
