Lula completes half of his term with 28% of his promises fulfilled, according to the newspaper
President Luiz Inácio Lula da Silva (PT) reaches the halfway point of his term with 28% of the 103 promises made during the 2022 electoral campaign fulfilled, according to a survey by the newspaper Folha de S.Paulo.
The number represents an increase compared to the 20% recorded in 2023, but still indicates a suboptimal execution rate, which would be one promise every 14 days. Currently, Lula has fulfilled one proposal every 26 days of government.
According to the newspaper, of the promises listed, 29% are in progress, 25% have been started but face difficulties, and 17% are stopped. In absolute terms, this means 29 commitments completed, 30 in progress, 26 running slowly and 18 at a standstill.

The survey of promises covers several areas, including economy, health, education and public security. The economic area stands out as the one that has made the most progress, with 12 promises already implemented. However, topics such as safety and the environment present a significant number of proposals that are stalled or are being implemented slowly.
The federal government, through the Secretariat of Social Communication, argues that it is focused on recovering public and social policies, seeking to establish solid foundations for future development.
Among the commitments that did not progress as expected, the reversal of the privatization of Eletrobras and the strengthening of the Unified Social Assistance System (Suas) stand out, which, despite investments, had no structural improvements. Furthermore, ambitious promises, such as eradicating hunger and agrarian reform, have not yet come to fruition.
Experts point out that political polarization and the crisis between the Powers have made governability and fulfillment of promises difficult. For 2025, there is an expectation that the government will be able to make further progress, as there are no scheduled elections, but communication and political articulation remain crucial challenges.
