Lula delivers to the PEC Congress of Security, which proposes a unified crime system

President Luiz Inacio Lula da Silva (PT) officialized on Wednesday (23) the delivery of the Proposal of Amendment to the Constitution (PEC) of Public Security to the National Congress. The text is one of the main bets of the federal government to face the advance of organized crime and proposes the creation of a unified national system, inspired by the SUS model.
During a ceremony at the Planalto Palace, Lula stated that the initiative marks the union’s commitment to the safety of Brazilians. “We cannot allow the people to continue walking scared. The federal government definitely assumes the responsibility of supporting states in the fight against crime,” he said.

Present at the event were the presidents of the Chamber, Hugo Motta (Republicans-PB), Senate, David Alcolumbre (Union-AP), as well as ministers Ricardo Lewandowski (Justice and Public Security) and Gleisi Hoffmann (Institutional Relations).

The proposal will now be analyzed by the House of Representatives and then the Senate. Both plenary can propose changes in the text, and there are already opposition mobilization signs, especially the bullet bench, to press for change.
Unified System and Strengthening of Municipal Guards
PEC establishes the Unified Public Security System (SUSP) as a structure with status constitutional. Created by ordinary law in 2018, SUSP seeks to integrate the actions of the federal, state, municipal and other security bodies, coordinating between the federative entities.
After initial resistance of governors and mayors for fear of loss of autonomy, the text went through three versions. The final version included the municipal guards and met the part of the regional demands.
Among the main points of PEC are:
- Constitutional Recognition of SUSPwith clear definition of competences between Union, States and Municipalities;
- Expansion of attributions the municipal guards, the Federal Highway Police and the Federal Police;
- Creation of a National Public Security Fund and a National Penitentiary Fundwith federal transfers to finance security policies and prison infrastructure;
- Civil Society Participation in the National Council of Public Security and Social Defense.
The proposal also aims to eliminate bureaucratic barriers that make it difficult to articulate the security forces and streamline the transfer of resources to integrated actions.
