Lula launches action on the Moinho favela while Tarcisio delivers apartments on ABC
President Luiz Inacio Lula da Silva (PT) participates on Thursday, 26, in the launch of a housing action focused on the nearly 900 families living in the Moinho favela, in central São Paulo. The initiative is the result of a partnership between the federal government and the state management.
Nevertheless, the governor of Sao Paulo, Tarcísio de Freitas (Republicans), will not be present at the event. According to the Bandeirantes Palace, he delivers 120 apartments in São Bernardo do Campo, at ABC Paulista. Then he will go to Lagoinha, in the Paraíba Valley, where he will deliver revitalization works.
Both the president and the governor of São Paulo are quoted as presidential candidates next year. At 79, Lula has said that his candidacy for reelection will depend on his health. Already Tarcisio states that he will only enter the dispute for the Planalto Palace if indicated by former President Jair Bolsonaro (PL).

This week, the two bet on social housing projects. On Tuesday, 24, Tarcisio delivered houses from the Casa Paulista program in São José do Rio Preto. “Look what’s going on in the mill favela. Speaking is easy. But we work. And that’s why we’re doing what we’ve never been done,” he said at the time.
Within the PT, the electoral dispute in São Paulo is seen as a priority. With the popularity of the Lula government falling, maintaining the advantage that the petista obtained in the state capital in the 2026 elections is considered crucial to ensure reelection.
EVENT CHANGES ADDRESS
The ceremony was expected to take place at the Campo Warehouse of the Landless Rural Workers Movement (MST) in the city center. However, the Planalto Palace changed the event venue to the Moinho favela. The time was also changed, moving from morning to afternoon.
The Planalto states that the change occurred due to the dynamics of the presidency agenda. Behind the scenes, however, the choice of MST’s warehouse to host the event was pointed out as one of the reasons for the absence of Tarcisio, as he could wear out with pockets by attending Lula’s side. Even with the change, the governor decided not to attend the event.
The event at Favela do Moinho will be Lula’s second agenda in São Paulo in just over a month. In late May, the president was in the city for the launch of medical and biomedicine courses at the Syrian-Lebanese Faculty of Health Sciences.
Minister Visit Favela do Moinho
On Wednesday, 25, the chief minister of the General Secretariat of the Presidency, Márcio Macêdo, visited the Mill’s favela to talk to the residents of the region about the housing action and also to deal with Lula’s trip to the next day. Macêdo is responsible for articulating the plateau with social movements.
The closed agreement between the Lula and Tarcisio administrations predicts that each family will receive up to $ 250,000 to buy a home. The federal government will come with R $ 180 thousand and the state government with R $ 70 thousand. Families with monthly income of up to R $ 4.7 thousand will be entitled to the benefit.
In addition to Macêdo, the Minister of Cities, Jader Filho, and the Minister of Management and Innovation in Public Services, Esther Dweck, should participate in the event on Thursday.
