Lula preaches dialogue with Congress to facilitate approval of measures on IOF

In the midst of the crisis for the Increased Financial Operations Tax (IOF) -announced on Thursday, 22, and which generated irritation in Congress and the Financial Market -, President Luiz Inacio Lula da Silva again preached dialogue in order to facilitate the approval of government measures in the legislature. The comment was made during a speech at the 16th National Congress of the PSB, an event in which the party elected the mayor of Recife, João Campos, to succeed Carlos Siqueira in command.

“The government has to learn that when it wants to have a decision that is unanimous among all parties, the right thing is not to make a decision and then communicate. (The right) is to call people to make the decision with us, so that we can, when coming (in Congress), are more or less aligned. This is how I have with Hugo (Motta, Mayor) and David Alcolumbre,” declared Lula.

Lula also stated that Congress leaders, being aware of the measures the government wants to approve, can help the executive correct them. And he said that “no one has an obligation to approve government measures if he does not agree, our role as a government is to convince people of the importance of it.”

On Thursday, 29, Motta argued that President Lula came directly in the debate on the increase in IOF. And he said that Brazil is tired of so many taxes and “can’t stand it anymore.”

On the same day, he reiterated that after a conversation with Finance Minister Fernando Haddad, made on Wednesday, 28, would be “prudent” to give the government ten days to present an alternative plan to the increase in IOF. In Motta’s view, such a plan should be lasting, consistent and “avoid tax gambiarras just to increase collection.”

According to the mayor, after the deadline, he can decide whether or not to change the proposal. Motta highlighted in a press interview after the leadership meeting on Thursday that, if the proposal does not change, Congress can stop the measure with a legislative project.
