Former Minister Carlos Lupi (PDT) became on Friday (2) the 11th member of the Esplanade to be replaced in the government of President Luiz Inacio Lula da Silva (PT) since the beginning of his term, in January 2023. The departure occurs in the middle of the Billionaire fraud in retirement and pensions of the INS, revealed by an investigation by the Federal Police (PF).

Lupi stated in a hearing in the House of Representatives that he was aware of the irregularities, but claimed that he did not imagine the size of the breach, estimated at R $ 6.3 billion. He was responsible for the appointment of the now former president of the INSS, Alessandro Stefanutto, who was fired last week after allegations of omission and mismanagement.

With the departure of Lupi, President Lula appointed Wolney Queiroz, former federal deputy and current executive secretary of Social Security, to take over the ministry.

Changes in the Esplanade

Since the beginning of Lula’s third term, several ministerial exchanges have occurred, motivated by political crises, complaints, negotiations with the allied base or technical adjustments. Check out the full list of changes below:

  1. Institutional Security Office (GSI): General Gonçalves Dias left office after the release of images in the Planalto Palace during the scammers of January 8. He was replaced by General Marcos Antônio Amaro.
  2. Human Rights: Silvio Almeida was replaced by Macaé Evaristo (PT-MG) in a political restructuring motivated by internal clashes.
  3. Secretariat of Social Communication: Paulo Pimenta (PT-RS) left office to act as an extraordinary minister of the reconstruction of Rio Grande do Sul. Sidônio Palmeira, marketer of Lula’s campaign, took over the post.
  4. Tourism: Daniela do Waguinho (União Brasil-RJ) was replaced by Celso Sabino (União Brasil-PA), in a movement to reinforce the alliance with the centron.
  5. Sports: Former athlete Ana Moser was replaced by Deputy André Fufuca (PP-MA), as part of the strategy of expanding the PP space in the government.
  6. Ports and airports: Márcio França (PSB-SP) was transferred to the new micro and small business folder, while Silvio Costa Filho (Republicans-PE) took over the former ministry.
  7. Justice: Flávio Dino left his position when nominated for the Supreme Court, and former STF Minister Ricardo Lewandowski assumed the vacancy left by him.
  8. Health: Minister Nísia Trindade was replaced by Alexandre Padilha (PT-SP) in an internal political reinforcement movement.
  9. Secretariat of Institutional Relations: Alexandre Padilha left office to take over the Ministry of Health, and Gleisi Hoffmann (PT-PR), national president of the PT, took the position.
  10. Communications: Juscelino Filho was dismissed after a PGR complaint for diversion of amendments and was replaced by Frederico de Siqueira Filho.
  11. Social Security: Carlos Lupi (PDT) left office after allegations of omission before fraud in the INSS. Wolney Queiroz, then according to the folder hierarchy, was confirmed as the new minister.
