Motta says the Chamber will vote on projects on safety and free hand luggage
The president of the Chamber of Deputies, Hugo Motta (Republicanos-PB), stated this Monday, 20, that the House should vote this week on the urgency regime of two important issues, the project that prohibits additional charges for hand luggage on commercial flights and the Public Security PEC.
“We are going to vote on the urgency of PL 5.041/25, which prohibits charging for hand luggage on planes. I have also included public security projects on the agenda, such as increasing the penalty for homicides against public agents (PL 4.176/25) and what makes it difficult for repeat criminals to return to the streets (PL 226/24)”, wrote Motta on the social network X (formerly Twitter).
The parliamentarian also highlighted that the public security proposal represents a “consensus among Brazilian security secretaries”.

Public Security Pec
The Public Security PEC aims to reinforce the uniformity of the actions of police forces in Brazil. Presented by the federal government in April this year, the proposal is being reported by federal deputy Mendonça Filho (União-PE).
Before the official announcement by President Luiz Inácio Lula da Silva (PT), the Minister of Justice and Public Security, Ricardo Lewandowski, had already anticipated the draft proposal to party leaders in the National Congress.
The PEC has been receiving support from representatives of the Three Powers, including the Minister of the Federal Supreme Court (STF) Gilmar Mendes and Motta himself.
PL for free baggage
PL 5.041/25, authored by deputy Da Vitória (PP-ES), aims to guarantee passengers the right to carry free hand luggage and a personal item, such as a bag, backpack or briefcase, on both national and international flights, as long as they are operated by airlines operating in Brazil.
According to the text, free transport is subject to compliance with the weight and size limits established by the National Civil Aviation Agency (Anac).
The proposal also prohibits airlines from offering fares that exclude this right, except in cases where baggage exceeds the limits defined by Anac. In these cases, an amount proportional to the excess may be charged.
