Novo sues TCU against the use of Planalto in organizing a car that pays homage to Lula
The Partido Novo once again appealed to the Federal Court of Auditors to contest the participation of President Luiz Inácio Lula da Silva (PT) in the parade of the Acadêmicos de Niterói school, which will take the “Amigos do Lula” float to Marquês de Sapucaí, next Sunday (15).
According to information from the newspaper Folha de S. Paulothis time, the focus of the representation is the supposed use of the structure of the Presidency of the Republic in organizing the event.
In the document sent to the TCU, the caption states that there was coordination coordinated by the first lady, Rosângela Lula da Silva, Janja, involving personalized invitations, definition of costumes and organization of guests. According to the party, these activities would have had support from the structure of Palácio do Planalto, where the first lady maintains her office.

Novo maintains that the mobilization would have involved human and material resources from the Union for a festive and personal purpose, which, in the acronym’s assessment, would constitute a misuse of the public machinery.
The representation also mentions a normative guideline published by the Attorney General’s Office in 2025, according to which the actions of the presidential spouse must comply with constitutional principles and be linked to the public interest.
“There is no legal jugglery that justifies the public interest in the expenditure of public resources for the first lady’s participation in a samba school parade”, states the party in the request presented to the court.
The caption requests that the TCU determine the prohibition of public servants and any logistical or institutional activity linked to the float in which Lula will parade. It also calls for the accountability of managers and authorities potentially involved, with the application of sanctions, including fines.
The dispute had previously reached court. Novo questioned the transfer of R$1 million, via Embratur, to Acadêmicos de Niterói to pay for the parade. The same amount was allocated to the other 11 schools in the Special Group. Although the TCU’s technical area suggested suspending the transfer, minister Aroldo Cedraz rejected the request, considering that the distribution followed objective and isonomic criteria, with no signs of favoritism.
