Pegasus is singled out for espionage; Carlos Bolsonaro wanted a system in Brazil
The article showed how the tender aimed at “acquiring a search and query tool for data in open sources” was only completed during Anderson Torres’ management. But it was also designed by the former Minister of Justice and Public Security Sergio Moro, with the intention of acquiring a powerful espionage tool to equip the Integrated Border Operations Center. The ‘Fusion Center’, as the American model that integrates information from security forces is known, would be installed in Foz do Iguaçu, on the triple border in Paraná, and had a GT (Working Group) created by Ordinance nº 264, of 25 March 2019.
The intention was to complete both tenders, for the creation of the control center and for the acquisition of an intelligence tool, by 2020, but several delays prevented Moro from completing the objective by the date of his dismissal on April 24, 2020.
However, in the bidding process to acquire the program, one tool, Pegasus, was criticized by members of the military leadership at the time. One of the generals critical of the system was the then Minister of the Government Secretariat, Carlos dos Santos Cruz.
This notice No. 03/21, however, included two distinct instruction processes, one in 2020 and the other in 2021, the first of which occurred during Moro’s administration.
The Pegasus supplier company left the auction following a report from the Facto News show the involvement of Carlos Bolsonaro, son of former president Jair Bolsonaro, in the negotiation.
