Project against children’s adultization should be voted today in the Chamber with changes
The bill to protect children and adolescents in the digital environment should be voted on Wednesday (20) in the plenary of the Chamber of Deputies. Yesterday, the plenary approved the urgency of the project and this morning made a general commission to discuss the protection of children and adolescents in the networks.
The bill was approved by the Senate, but should undergo changes in the House plenary, according to the rapporteur of the proposal in the House, federal deputy Jadyel Alencar (Republicans-PI). Therefore, the matter must be reevaluated and voted again in the Senate.

According to Alencar, the report prepared by him gives a clearer rule and hardens the text, to bring more protection to children and adolescents. A change was the withdrawal of the term “duty of care” that existed in the text and the replacement for “prevention, precaution and information security”.
During the General Commission held today, the president of the Chamber of Deputies, Hugo Motta (Republicans-PB), said that the bill should shield the Brazilian childhood against exploitation, violence and perversion present in the digital environment.
“This will not just be another law. It will be a pact. A pact between generations, so that every child in this country has the sacred right to live their childhood with dignity, innocence and respect,” he said
Deputy Maria do Rosário (PT-RS), who defends the proposal, said that social networks and digital platforms have positive or negative effects. “When we debate the project, we are defending the Superior Right of Children and Adolescents, guaranteeing Brazil we want,” he said.
Contrary experts and in favor of the proposal also spoke. For the lawyer and freedom of expression specialist André Marsiglia cannot “criminalize the contact of children with social networks, with the adult world.”
According to him, adult world is not a criminal world. “We have athletes, artists, with child talent and they enter the stage of life early, is adultization and it is not necessarily bad. It needs to punish adultization and exploitation of the work of these children, but the Statute of Children and Adolescents (ECA) already does that,” he added.
Already the psychiatrist and doctor of the Federal University of Rio Grande do Sul (UFRGS) pointed out that 93% of children and adolescents between 9 and 17 years are users and 44% of children from 0 to 2 years old already use the internet.
“Early use begins before they have enough maturity to understand the consequences and risks involved in this use. Scientific evidence is clear. Excessive use increases risk of depression, anxiety, school difficulties, sleep disorders, tooth other problems,” he warned.
