Senate approves package with readjustments for Executive careers and creation of positions

Senate approves cut in tax benefits and increases taxation on bets, fintechs and JCP

This Tuesday, the Senate symbolically approved the project that creates thousands of positions in the federal Executive, restructures civil service careers and grants adjustments to several categories. The proposal, reported by senator Randolfe Rodrigues (PT-AP), maintains an estimated impact of up to R$5.3 billion in 2026, according to calculations by the Ministry of Management and Innovation in Public Services (MGI), and now goes to presidential sanction. The Minister of Management and Innovation, Esther Dweck, was in Congress to monitor the vote.

The text was approved without changes in relation to the version approved by the Chamber of Deputies, after the rapporteur recommended the rejection of all amendments presented by the senators. In his opinion, Randolfe argues that changes would force the project to return to the Chamber and could compromise the implementation schedule of the adjustments planned by the government.

According to the report, part of the amendments presented would also imply an increase in expenses without an estimated budgetary impact or would deal with topics without a direct relationship with the content of the proposal.

The approved project works as a broad reorganization package for careers in the federal public service. The proposal foresees the creation of 16,363 positions in the Ministry of Education and another 1,500 in the Ministry of Management, in addition to a series of changes in the career structure and rules for remunerating employees.

Despite the fiscal impact expected for this year, the cost of the measures will be implemented gradually, as part of the expenses depend on public tenders and the installation of new teaching units.

Readjustment

The budgetary impact focuses mainly on the salary recovery of careers that are already on the payroll and have had agreements signed with the federal government. Among them are the Federal Revenue Tax and Customs Career and the Labor Tax Audit Career, which will have new remuneration tables from April 2026.

The project also provides for adjustments for doctors and veterinarians in the Career Plan for Technical-Administrative Positions in Education and establishes new bonuses and functional progression mechanisms.

Package reorganizes careers

The proposal also establishes the Recognition of Knowledge and Skills for educational administrative technicians, a mechanism that allows increasing the incentive for qualification based on professional experience accumulated throughout the career.

Another relevant change is the creation of the Federal Executive Branch Technical Analyst Career, aimed at higher education professionals who will work in specialized technical-administrative activities in bodies and entities of the federal public administration. The career will be decentralized, with employees being able to work in different areas of the government according to demand.

The text also promotes changes in the structure of careers in the area of ​​culture, reorganizes positions at the Institute of Applied Economic Research (Ipea) and creates the Temporary Bonus for Execution and Support for Technical and Administrative Activities (GTATA) for employees who work in specific functions of the federal administration.

The text also changes the law that governs federal institutes and now provides that the President of the Republic must nominate the candidate with the most votes in consultation with the academic community for the position of rector, with equal weight for teachers, technicians and students.

The change removes the logic of the triple list in this context and reduces the margin of political choice in the appointment of directors of institutions in the federal professional and technological education network.

The creation of the Federal Institute of Sertão Paraibano was one of the most politically highlighted points during the project’s progress in the Chamber of Deputies.

On the occasion, the president of the House, Hugo Motta (Republicanos-PB), was in the Senate plenary and defended the expansion of the federal education network and highlighted the importance of the new institution for the Patos region, his electoral base in Paraíba.

The municipality is administered by his father, Nabor Wanderley, who was re-elected mayor and is mentioned as a possible candidate for the Senate in 2026.
