Senate wants IR Project Vupt vote, with Renan quoted for rapporteur

The Senate plans an accelerated vote, in the “Vapt Vupt” style, for the bill that expands the income tax exemption, approved on Wednesday (1st), by the House and now depends on senators approval. People along with discussions heard by Broadcast (Real -time news system of the state group) state that the idea is to try to take the text directly to the Senate plenary, without analysis in commissions.

The argument is that a similar bill, led by Senator Renan Calheiros (MDB-AL), was unanimously approved last week by the Senate Economic Affairs Commission (CAE), which would already serve as an informal endorsement to content.

One of the possibilities would be to approve an application to put the project into urgent regime in order to go straight to the plenary.

The idea is also that the text will be approved without change to avoid a return to the House – and settle the chance of new wear between the two houses.

On Wednesday, Senator Flávio Bolsonaro (PL-RJ) stated that the Senate PL bench will try to modify the rules involving compensation. The bill, however, was unharmed from the House vote, which opens the possibility for a reduced action of the opposition.

Rapporteur

Renan Calheiros is quoted to take over the project rapporteur, and his name would not count on government obstacles. From what the report learns, Renan is interested in taking over the post, but has not yet been sought.

Renan and Lira are political opponents in Alagoas and are expected to dispute the Senate vacancies in 2026.

Submitted by the government Luiz Inacio Lula da Silva (PT) in March this year, the project increases the income tax exemption range for salary of up to R $ 5,000.

Still in the House Special Committee that approved the project, at the end of the first half, Lira made significant changes in the text, expanding discounts on rents that exceed $ 5,000, up to the limit of $ 7,350, in a kind of transition. Taxpayers who have taxable income over R $ 7,350 will not have a reduction in tax due.

With compensation, for income over R $ 600 thousand per year and less than R $ 1.2 million, the rate will grow from zero to 10%, following the formula defined in the text. For income equal to or over R $ 1.2 million, the rate will be 10%.

In the initial calculations of the federal government, the expansion of the exemption will cost R $ 25.8 billion per year.

According to the Ministry of Finance, if the bill were approved in the form sent by the Executive, more than 26.6 million taxpayers would be exempt from income tax (approximately 65% ​​of declarants).
