Silveira asks for transfer of R$1.3 billion from Itaipu bonus to lower electricity bill

The Minister of Mines and Energy, Alexandre Silveira (PSD)sent a letter to the National Electric Energy Agency (Aneel) requesting the transfer of R$1.3 billion from Itaipu’s bonus to reduce electricity bills.

The minister’s request is contained in a document sent this Friday (22). The information was initially published by g1 and confirmed by InfoMoney. The letter, signed by Silveira, is addressed to Aneel’s general director, Sandoval Feitosa.

In the document, the Minister of Mines and Energy states that the resource “can be used to reduce tariffs for electricity consumers, with an impact on families’ ability to pay and control inflation”.

According to Silveira, the value of the transfer “represents an important resource that can be used to reduce tariffs for electricity consumers, with an impact on families’ ability to pay and control inflation”.

In the case of Itaipu, the amount can be passed on to residential and rural consumers who had billed consumption of less than 350 kilowatt-hours (kWh) in at least one month of 2023. The transfer is done through credit on energy bills.

The value of R$1.3 billion refers to the positive balance from the sale of energy from Itaipu last year. The matter was included on the agenda of the Aneel board meeting, which is scheduled for the 26th.

“The importance of the adequate distribution of these values ​​among electricity consumers is evident, with a positive impact on the country’s economy”, explains Alexandre Silveira in the letter to Aneel.

Tariff flag and inflation

In the document, the Minister of Mines and Energy also asks Aneel to carry out a “careful assessment” of the tariff flag to be defined in the coming months.

According to Silveira, with the start of the rainy season, there was an “improvement in the storage level of reservoirs, especially in the Southeast and Center-West regions, which account for 70% of the country’s energy storage capacity”.

Aneel’s flag system indicates the conditions for generating electrical energy. When they are unfavorable, the yellow, red 1 or red 2 flags are activated, with the impact of additional charges on the electricity bill.

For this month of November, the agency activated the yellow flag. The announcement of the December flag should be made next week.

“Inadequate values ​​or even actions (for tariff flags) have an impact on the country’s inflation, considering the tariff increase caused by its application. As an example, in October 2024, the sub-item that most influenced inflation was electricity”, stated Silveira.

In October, the “preview” of official inflation was 0.54%, driven by the rise in residential electricity prices. This year’s central inflation target, according to the National Monetary Council (CMN), is 3% – it will be met if it stays between 1.5% and 4.5%, due to the tolerance margin of 1.5 points percentage.
