STF summons hearing to discuss transparency in pix amendments and TCU role

Minister Flávio Dino of the Federal Supreme Court (STF) summoned a conciliation hearing on October 23 to evaluate the advances in the traceability of parliamentary amendments, especially the “pix amendments”, and to clarify the effects of decisions already taken in the action that deals with the so -called “secret budget”.

The hearing occurs amid the debate on competence to judge accounts related to individual amendments (RP 6). In a recent decision, Dino reaffirmed that this assignment is exclusive to the Federal Court of Audit (TCU), invalidating judgments made by state and municipal court courts in this field.

According to the minister, the TCU is already able to track about 70% of PIX amendments regarding the 2025 exercise. The advance is attributed to the integration of data into the transfersov.br system and the improvement in the processes of identification of beneficiaries by financial institutions.

“It is possible to identify the transfers from the indication of the parliamentary responsible for the amendment to the final beneficiary of the appeal,” said Dino in the decision.

The hearing will gather representatives of the Attorney General of the Union, Federal Senate, Chamber of Deputies, Attorney General’s Office and the Action Party, PSOL. Also invited were the presidents of TCU, CGU, Ministry of Management, Banco do Brasil, Caixa Econômica Federal and Banco do Nordeste.
